Holy Basil (in India known as Tulsi) is actually used directly for most of the things. It is very medicinal. We always put few holy basil leaves in our drinking water jars. So I do not see any harm in applying it’s oil without diluting.

If it is in concentrated form, it is always better to dilute it or mix it with carrier oil and then apply.
