Vitamin C would increase your immune system which would help in the breakdown of phlegm. Vitamin C may help a little bit with heartburn but the best thing you can do for phlegm is reducing intake of phlegm producing foods (wheat, dairy, sugar). Same thing for the acid reflux, which is usually caused by an imbalance in stomach acid (alcohol, coffee).
Keep in mind that if you get your Vitamin C from citrus fruits, it can further exacerbate acid reflux.

It is a misconception that vitamin C rich foods worsen acid reflux. Food ‘rich’ in vitamin C may worsen the condition, but foods with a ‘lower’ amount of vitamin C can treat the condition. Watermelon, mango, banana, broccoli, and avocado, which contain some amounts of vitamin C can ease down GERD (Gastroesophageal Reflux Disease). I prefer to have lots of watermelons and bananas.
