Not necessary the cause can be same. You can get acne on your forehead also, but if you keep touching your forehead your carrying germs on your hand and then at some point you toucn your cheeks and they spread that way. Otherwise external factors also cause a issue here.

Try to avoid touching your cheeks or face with your hands. One very important causes of acne is your mobile phone which is covered with bacteria and dirt, so always wipe your mobile phone with antibacterial lotions or use a Bluetooth headset. Another important reason for acne on cheeks is using dirty pillows which can cause clogged pores, so wash your pillow covers frequently. Smoking can be another reason for acne on the cheeks.

Wherever the acne occurs, the causes will be the same right? That too it comes on the face so it is all in one.
