What are the conditions for drying the corn silk? and how long should it dry?

You can dry the corn silk in your house itself. It is very simple. I ususally collect it from like 5-6 ears of corn. Then I place them on a paper towel at room temperature and keep it for 10 days. Summers are the best time to dry it. You can store if for months in a zip-lock bag too.
